NEWPORT, R.I. (August 26, 2010) – In each of the four classes (2.4 Metre, SKUD-18, Sonar and J/22) competing at the eighth annual C. Thomas Clagett Jr. Memorial Regatta for sailors with disabilities, an unbroken winning streak on the second and final day of racing determined the championship winners. The storm that pulled out of the area overnight left behind a perfect day for racing on Narragansett Bay, starting with a 5-7 knot westerly breeze that built to a top speed of 12-14. The only hiccup for the day came in the form of a 40-degree wind shift that caused a 2.4 Metre race to be abandoned just as it started and also necessitated a weather mark change for the SKUD-18 class.

  1. Rules
    1. The regatta will be governed by the rules as defined in the Racing Rules of Sailing.
      1. Class rules for Paralympic classes invited as modified by the NOR. J22 Class rules do not apply.

  2. NOTICES TO COMPETITORS
    1. Notices to competitors will be posted on the Official Notice Board located in Clagett Regatta hospitality tent. The Race Committee may also publicize changes by other means as a courtesy; however, any such additional publication shall not be considered official or complete.

  3. ALTERATION OF RACING RULES
    1. In accordance with Rule 86.1(b), some rules will be modified by these Sailing Instructions.
    2. Racing Rule(s) 44.1 and 44.2 is changed so that only one tack and one gybe will be required.
    3. Racing Rule 64.1 (a) is changed to allow for additional penalties including a warning for breaking non-Part 2 Rules.
    4. Only the Race Committee or Protest Committee may protest a boat for breaking a Class Rule. This changes Rule 60.1

  4. CHANGES TO SAILING INSTRUCTIONS
    1. Any change to these Sailing Instructions will be posted before 0900 hours on the day it is to take effect, except that any change to the schedule of racing will be posted by 1900 hours on the day before it will take effect.

  5. BOATS
    1. Sonar, 2.4M, SKUD sailors will supply their own boat for the series, meeting all Class Rules.
    2. Sail Newport J22s will be provided for all Blind National competitors, who shall not modify them in any way except as follows;
      1. A non-audible compass may be tied or taped to the hull or spars.
      2. Wind indicators, including yarn or thread, may be tied or taped anywhere on the boat.
      3. Non marking adhesive tape (no duct tape) may be used above the water line.
      4. The Organizing Authority will consider requests to further modify the boats and equipment that are adaptive aids specific to a competitor. Requests are to be submitted in advance to the Race Committee in writing.
    3. J22 boat assignments will be made by drawing at the skippers meeting. Boats shall rotate to the next higher available boat number each succeeding day.

  6. SIGNALS MADE ASHORE
    1. Signals made ashore will be displayed from the flagpole in the circle adjacent to the Sail Newport Dock Office, near the Clagett Regatta hospitality tent.
    2. Harbor start shall be at 1000, and signaled with one sound and the hoist of the rendezvous area flag described in SI 9.1.1 and SI 9.1.2.
    3. No races shall be started earlier than 60 minutes after the drop of Code Flag "AP" ashore. This changes Race Signals "AP."

  7. SCHEDULE OF RACES
    1. Clinic and practice race, Monday August 23rd.
      1. Practice races run by Clinic Coaches 1300-1600.
    2. Regatta Race dates: Tuesday August 24th to Thursday August 26th.
    3. The Race Committee will utilize a sliding schedule of start times to maximize dock to dock time for each class. A rotation schedule will be posted by 1900 hours for the next day's class schedule.
      1. The schedule for the first day is as follows:
        • 1100 - 2.4M
        • 1115- J22/ Blind Nationals
        • 1145 - Sonar
        • 1230- SKUD 18
    4. The warning signal for the 1st class each day will be 1100.
    5. No race will be started after 1530 on Thursday, August 26th.

  8. CLASS FLAGS
    1. 2.4M- Numeral Pennant 1
    2. SKUD - Numeral Pennant 2
    3. Sonar - Numeral Pennant 3
    4. J22 - Numeral Pennant 4

  9. RACING AREA
    1. Racing will take place in Narragansett Bay between Rose and Goat Islands or North of the Newport Bridge, south of Gould Island (Potters Cove).
      1. Code Flag "A" (Goat and Rose Island rendezvous).
      2. Code Flag "B" (Potters Cove rendezvous).

  10. THE COURSE
    1. The course will be windward-leeward course with a specified number of legs.
    2. The Race Committee signal boat will display the approximate magnetic bearing and range, in nautical miles and tenths, from the signal boat to the windward mark. It will also display the number of legs. Course board example:

  11. MARKS OF THE COURSE
    1. Original turning marks will be orange inflatable marks. There will be small orange inflatable mark as a windward offset mark.
    2. Replacement turning marks used in accordance with Rule 33 shall be yellow tetrahedrons. If the course is changed there will not be an offset mark.
    3. All marks shall be left to port, except if a gate is set, boats shall pass between both marks from the direction of the previous mark.
    4. The race committee may adjust the angle of the gate without signaling.

  12. THE START
    1. Races will be started in accordance with Rule 26.
    2. The starting line will be between a staff displaying an ORANGE flag and the nearby PORT end starting mark (RC Facing upwind).
    3. Boats whose warning signal has not been made shall avoid the Starting Area. The penalty for breaking this sailing instruction shall be a 10% scoring penalty, but not less than one place, calculated in accordance with Rule 44.3(c).
    4. A boat starting later than five minutes after her starting signal will be scored DID NOT START. This changes Rule A4.1.

  13. CHANGE OF THE POSITION OF THE NEXT MARK
    1. To change the position of the next mark, the Race Committee will lay a new mark (or move the Finishing Line) and remove the original mark as soon as practical. The change will be signaled in accordance with Rule 33(a) (1) before the leading boat has begun the leg, although the new mark may not yet be in position. Any mark to be rounded after rounding the new mark may be relocated without further signaling to maintain the course configuration. When a subsequent change a new mark is replaced, it will be an original mark.

  14. ALTERNATIVE PENALTIES
    1. Rules 44.1 and 44.2 are changed so that the Two-Turns Penalty is replaced by a One-Turn Penalty, to include one tack and one gybe.

  15. THE FINISH
    1. The Finishing Line will be between a BLUE flag on the Race Committee boat and the nearby mark on the STARBOARD side of the Race Committee boat facing upwind.

  16. TIME LIMIT
    1. The time limit for the first boat to finish will be sixty minutes. Boats failing to finish within 15 minutes after the first boat has finished will be scored DID NOT FINISH. This changes Rule A5.

  17. PROTESTS
    1. In addition to the requirements of Rule 61, a boat shall inform the Race Committee of its intention to protest and shall identify the hull or sail number of the protested boat as soon as possible after finishing.
    2. Protest forms are available at the Clagett Regatta hospitality tent, and are to be filed with the Protest Committee within one hour of the arrival at the dock of the Race Committee Signal Boat.
    3. Rule 64.1(a) is changed to allow a penalty other than a disqualification for non-Part 2 rule infractions at the discretion of the Protest Committee and may include a warning.
    4. Rules 63.1 and 64.1 are changed to allow a protested boat to take a 30% scoring penalty up to the commencement of a protest hearing.
    5. Any competitor who may wish to become a party to a scheduled redress hearing should; 1) Check the daily schedule of protest hearings that the protest committee will post on the official notice board describing the nature of the redress request and time of the hearing, and 2) submit a written request to participate in the hearing to the committee before the hearing begins.

  18. SCORING
    1. One race must be completed to constitute a regatta.
    2. The Low Point System as provided for by Rule A4.1 will apply.
    3. For all classes, one (1) throw-out will be allowed if 7 or more races are scored.

  19. J22 BREAKDOWNS
    1. A boat disabled by a breakdown that is no fault of its team may seek redress from the Protest Committee. Every effort must be made to finish the race, provided that continuing to race will not cause further damage to the boat or danger to the crew.
    2. Any team who desires redress under SI19.1 shall notify the Race Committee boat at the first reasonable opportunity.
    3. Redress will not be granted if, in the opinion of the Protest Committee, the breakdown resulted from carelessness, poor seamanship, or incompetence.
    4. The Protest Committee and the Organizing Authority's assigned Boat Manager shall investigate each request for redress under SI 19.1 and award breakdown points if, in its judgment the conditions set forth in SI 19.2 and 19.3 have been satisfied.

  20. SAFETY
    1. A US Coast Guard approved personal floatation device, or in the case of overseas competitors, a personal floatation device approved by their Government's corresponding Maritime Authority, shall be worn, properly fastened, at all times while launching and while sailing except while temporarily adding or removing clothing. Failure to comply with this rule can result in disqualification as deemed appropriate by the Protest Committee.
    2. A boat retiring for a race shall notify a Race Committee vessel before leaving the course.
    3. Competitors are recommended to identify with fluorescent colored tape or paint, the location of all safety harness quick release points on their boat.

  21. PRIZES
    1. Competition awards will be awarded based on the regatta results as per the NOR. Additional prizes may be awarded and may be based on criteria other than the regatta results at the sole discretion of the Organizing Authority.

  22. ADDITIONAL INSTRUCTIONS
    1. Coaches and support boats shall monitor the designated RC VHF radio channel (announced at the skippers meeting).

  23. DISCLAIMER OF LIABILITY and MEDIA RELEASE
    1. Competitors participate in this regatta entirely at their own risk. See rule 4, Decision To Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
    2. In participating in this regatta, a competitor automatically grants to the Organizing Authority, the organizing committee, and sponsors of the regatta the right in perpetuity to make, use and show at their discretion any motion pictures, still pictures and live, taped or filmed television and other reproductions of him or her during the regatta, and of all his or her material related to the regatta, without compensation.
