NEWPORT, R.I. (August 21, 2011)Enabling sailors with disabilities to reach their personal competitive goals has always been central to the mission of the C. Thomas Clagett Jr. Memorial Clinic and Regatta. With the ninth edition underway at Sail Newport, Rhode Island’s community sailing center, that has never been more apparent, and for two competitors in particular, one a veteran, the other a first-timer, “The Clagett” offers very different paths to their goals.

  1. RULES
    1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing, and by the class rules of the participating Paralympic classes, as modified by the Notice of Race. Class rules of the J22 class do not apply.

  2. NOTICES TO COMPETITORS
    1. Notices to competitors will be posted on the Official Notice Board located in the Clagett Regatta hospitality tent. The Race Committee may also publicize changes by other means as a courtesy, but any such additional publication shall not be considered official or complete.

  3. CHANGES TO SAILING INSTRUCTIONS
    1. Any change to these Sailing Instructions will be posted before 0900 hours on the day it is to take effect, except that any change to the schedule of racing will be posted by 1900 hours on the day before it will take effect.

  4. BOATS
    1. Sonar, 2.4M and SKUD sailors will supply their own boat for the series, which must meet all class rules.
    2. Sail Newport J22s will be provided for all Blind National competitors, who shall not modify them in any way except as follows:
      1. A non‐audible compass may be tied or taped to the hull or spars.
      2. Wind indicators, including yarn or thread, may be tied or taped anywhere on the boat.
      3. Non marking adhesive tape (no duct tape) may be used above the water line.
      4. The Organizing Authority will consider requests to further modify the boats and equipment in order to meet competitors’ specific adaptive needs. Requests shall be submitted in writing in advance to the Race Committee.
    3. J22 boat assignments will be made by drawing at the skippers’ meeting. Crews shall rotate to the next higher available boat number each succeeding day.

  5. SIGNALS MADE ASHORE
    1. Signals made ashore will be displayed from the flagpole in the circle adjacent to the Sail Newport Dock Office, near the Clagett Regatta hospitality tent.
    2. Harbor start are scheduled for 1000, and will be signaled with one sound and the hoist of the rendezvous area flag described in SI 8.1.1 and SI 8.1.2.
    3. No warning signal will be made less than 60 minutes after the drop of code flag "AP" ashore. This changes Race Signals "AP."

  6. SCHEDULE OF RACES
    1. Clinic and practice race, Saturday, August 20th.
      1. Practice races run by Clinic Coaches 1300‐1600.
    2. Regatta Race dates: Sunday, August 21st to Tuesday, August 23th. The J22 Class sails only on Sunday and Monday.
    3. The Race Committee will utilize a sliding schedule of start times to maximize dock to dock time for each class. A rotation schedule will be posted by 1900 hours for the next day's class schedule.
      1. The schedule for the first day is as follows:
        • 1100 ‐ 2.4M
        • 1115‐ J22/ Blind Nationals
        • 1145 ‐ Sonar
        • 1230‐ SKUD 18
    4. The warning signal for the 1st class each day will be 1100.
    5. No race will be started after 1530 on Tuesday, August 23rd.

  7. CLASS FLAGS
    1. 2.4M‐ Numeral Pennant 1
    2. SKUD ‐ Numeral Pennant 2
    3. Sonar ‐ Numeral Pennant 3
    4. J22 ‐ Numeral Pennant 4

  8. RACING AREA
    1. The diagrams in “Attachment A” show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left.
    2. The course will be windward‐leeward with a specified number of legs.
    3. The Race Committee signal boat will display the approximate magnetic bearing and range, in nautical miles and tenths, from the signal boat to the windward mark. It will also display the number of legs.

  9. MARKS OF THE COURSE
    1. Original rounding marks will be orange inflatable marks. A small orange inflatable mark will be used as a windward offset mark.
    2. Replacement rounding marks will be yellow tetrahedrons. If the course is changed there may not be an offset mark.
    3. All marks shall be left to port, except that if a gate is set, boats shall pass between both marks from the direction of the previous mark and round either mark. If only one mark of a gate is present, it shall be left to port.
    4. The race committee may adjust the angle of the gate without signaling.

  10. THE START
    1. The starting line will be between a staff displaying an orange flag on the RC signal boat and the course side of a nearby port‐end starting mark (RC facing upwind).
    2. Boats whose warning signal has not been made shall avoid the starting area. The penalty for violating this sailing instruction will be a 10% scoring penalty, but not less than one place, calculated in accordance with rule 44.3(c).
    3. A boat starting later than five (5) minutes after her starting signal will be scored Did Not Start (DNS) without a hearing. This changes rule A4.1.

  11. CHANGE OF POSITION OF THE NEXT MARK
    1. To change the position of the next mark, the Race Committee will lay a new mark (or move the finish line) and remove the original mark as soon as practicable. The change will be signaled before the leading boat has begun the leg, although the new mark may not yet be in position. Any mark to be rounded after rounding the new mark may be relocated without further signaling to maintain the course configuration. When in a subsequent change a new mark is replaced, it will be replaced with an original mark. After a windward mark change, there may be no offset.

  12. ALTERNATIVE PENALTIES
    1. The Two‐Turns Penalty is replaced by a One‐Turn Penalty, to include one tack and one gybe. This changes rules 44.1 and 44.2.

  13. THE FINISH
    1. On a course with a downwind finish (an even number of legs), the finish line will be between a staff flying a blue flag on the Race Committee boat and the nearby mark on the starboard side of the Race Committee boat (facing upwind).
    2. On a course with an upwind finish (an odd number of legs), the finish line will between a staff flying a blue flag on a Race Committee boat positioned upwind of the weather mark and the nearby mark on the port side of the Race Committee boat.

  14. TIME LIMIT
    1. The time limit for the first boat to sail the course and finish is 60 minutes. Boats finishing more than 15 minutes after the first boat has finished will be scored Did Not Finish (DNF) without a hearing. This changes rule A5.

  15. PROTESTS
    1. In addition to the requirements of rule 61, a boat shall inform the Race Committee of its intention to protest and shall identify the hull or sail number of the protested boat as soon as possible after finishing. This changes rule 61.
    2. Protest forms are available at the Clagett Regatta hospitality tent, and shall be filed with the Jury Secretary within one hour of the arrival at the dock of the Race Committee.
    3. The Protest committee may, at its discretion, assess a penalty other than disqualification for non‐Part 2 rule violations. Such penalties may include a warning. This changes rule 64.1(a).
    4. A protested boat may take a 30% scoring penalty up until the commencement of a protest hearing. This changes rules 63.1 and 64.1.
    5. Only the Race Committee or Protest Committee may protest a boat for breaking a class rule. This changes rule 60.1.
    6. Any competitor who may wish to become a party to a scheduled redress hearing should: 1) Check the daily schedule of protest hearings that the Protest Committee will post on the official notice board describing the nature of the redress request and time of the hearing, and 2) submit a written request to participate in the hearing to the protest committee before the hearing begins.
    7. Requests for scoring review (including OCS) shall be filed within the protest time limit on forms available from the Jury Secretary. Requests will be reviewed by the Race Committee before being scheduled for hearing by the protest committee. If unresolved, it shall be considered a Request for Redress and will be considered to have met the protest time limit. This changes RRS 63.1.

  16. SCORING
    1. One race must be completed to constitute a regatta.
    2. For all classes, if fewer than seven races are completed, each boat’s series score shall be the total of her race scores. If seven or more races are completed, her series score shall be the total of her race scores excluding her worst score.

  17. J22 BREAKDOWNS
    1. This sailing instruction applies only to the J22 class.
    2. A boat disabled by a breakdown that is no fault of its team may seek redress from the Protest Committee. Every effort must be made to finish the race before seeking redress, provided that continuing to race will not endanger the crew or further damage the boat.
    3. Any team who desires redress under SI 18.2 shall notify the Race Committee boat at the first reasonable opportunity.
    4. Redress will not be granted if, in the opinion of the Protest Committee, the breakdown resulted from carelessness, failure to properly inspect equipment, poor seamanship or incompetence.
    5. The Protest Committee and the Organizing Authority's assigned Boat Manager shall investigate each request or redress under SI 18.2 and may award breakdown points if, in its judgment, the conditions set forth in SI 18.2‐18.4 have been satisfied.

  18. SAFETY
    1. A US Coast Guard‐approved personal floatation device, or in the case of overseas competitors, a personal floatation device approved by their government's corresponding Maritime Authority, shall be worn, properly fastened, at all times while launching and while sailing except temporarily while adding or removing clothing. Failure to comply with this rule may result in disqualification after a hearing as deemed appropriate by the Protest Committee.
    2. A boat retiring from a race or for the day shall notify a Race Committee vessel before leaving the course.
    3. Competitors are urged to identify the location of all safety harness quick release points on their boat with fluorescent colored tape or paint.
    4. Narragansett Bay is a restricted channel, and sailing vessels do not have right of way over vessels under power that may be restricted in their ability to maneuver.

  19. PRIZES
    1. Competition awards will be awarded based on the regatta results as per the Notice of Race. Additional prizes may be awarded and may be based on criteria other than the regatta results at the sole discretion of the Organizing Authority.

  20. ADDITIONAL INSTRUCTIONS
    1. Coaches and support boats shall monitor the designated RC VHF radio channel (announced at the skippers’ meeting).

  21. DISCLAIMER OF LIABILITY and MEDIA RELEASE
    1. Competitors participate in this regatta entirely at their own risk. See rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
    2. In participating in this regatta, a competitor automatically grants to the Organizing Authority, the organizing committee, and sponsors of the regatta the right in perpetuity to make, use and show at their discretion any motion pictures, still pictures and live, taped or filmed television and other reproductions of him or her during the regatta, and of all his or her material related to the regatta, without compensation.
