- RULES
- The regatta will be governed by the rules as defined in the Racing Rules of Sailing.
- Racing Rules listed below will be changed as indicated. The changes will appear in full in the Sailing Instructions. The Sailing Instructions may also change other rules.
- Rule 61 will be changed to require a boat to inform the Race Committee after finishing its intention to protest another boat and provide the sail number of the protested boat.
- ADVERTISING
- Advertising is permitted as allowed by ISAF Regulation 20.
- Boats may be required to display advertising of event sponsors as permitted by that Regulation. Additional advertising at the venue may be permitted only as allowed and authorized by the Organizing Authority with advance approval.
- ELIGIBILITY
- Blind competitors must be categorized within one year of the start of the first race, as IBSA Classification B1, B2, or B3 and group 1 sailors in accordance with ISAF Sailors Classification Code, (ISAF Regulation 22)
- Two blind competitors, one of which shall be the helm and 2 sighted guides are required.
- ROLES
- Except in an emergency or to prevent contact, the sighted guide for the helm is not allowed to physically touch any of the controls on the boat including sheets, and is responsible for verbally guiding the blind helmsman. One sighted guide serves as crew and may be the primary sail trimmer for either mainsail or jib but not both, and may assist the blind crew with sail trim, when needed. The sailing instructions may have additional restrictions on the roles of the sighted guides.
- ENTRY and FEES
- The fee for participation in the regatta is $295. A late registration fee of $100 will be required for those who register after August 8. There are no additional fees for participation in the Clinic.
- Lunches will only be provided for the competitors, race committee, judges, clinic coaches, classifiers and other regatta officials. Additional lunches and dinners may be purchased at registration.

- SAFETY
- A U.S. Coast Guard approved personal flotation device, or in the case of overseas competitors‐a personal flotation device approved by their government’s corresponding maritime authority, shall be worn, properly fastened, at all times while launching and when sailing except while temporarily adding or removing clothing. Failure to comply with this rule can result in disqualification as deemed appropriate by the Protest Committee.
- A boat retiring from a race shall notify a Race Committee vessel before leaving the course, or when that is impossible, the regatta personal stationed in the regatta tent at Sail Newport.
- PRIZES
- Competition awards or medals will be awarded to the skipper and crew for the first three finishing positions.
- Additional prizes may be presented and may be based on criteria other than the competition, solely at the discretion of the Committee.
- DISCLAIMER OF LIABILITY and MEDIA RELEASE
- Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. The organizing authority and committee will not accept any liability for material damage, personal injury or death sustained in conjunction with or prior to, during, or after the regatta. A waiver shall be signed by all competitors and shall be considered one of the documents governing the regatta.
- Competitors and crew members on competing boats grant, at no cost, the C. Thomas Clagett, Jr. Clinic and Regatta, Inc. the absolute right and permission to use their name, voice, image, likeness, biographical material as well as representations of the boats in any media world‐wide (being television, print, and internet media), including video footage, for the sole purposes of advertising, promoting, reporting and disseminating information regarding the C. Thomas Clagett , Jr. Clinic and Regatta and the competitors and crew members participation in the event.
