- Rules
- The regatta will be governed by the rules as defined in the Racing Rules of Sailing.
- Class rules including the following apply;
- Sonar class rules including Appendix B;
- SKUD 18 class rules except C2.1(d) and C3.2(e);
- 2.4mR class rules including Appendix K;
- Appendix K of the 2.4mR class rules are changed as approved by the class organization as detailed in endnote
- Racing Rules listed below will be changed as indicated. The changes will appear in full in the Sailing Instructions. The Sailing Instructions may also change other rules.
- Rule 61 will be changed to require a boat to inform the Race Committee after finishing its intention to protest another boat and provide the sail number of the protested boat.
- ADVERTISING
- Advertising is permitted as allowed by ISAF Regulation 20. Boats may be required to display advertising of event sponsors as permitted by that Regulation. Additional advertising at the venue may be permitted only as allowed and authorized by the Organizing Authority with advance approval.
- ELIGIBILITY
- All competitors shall be Group 1 sailors in accordance with ISAF Sailors Classification Code, (ISAF Regulation 22)
- Sonar teams shall consist of three or four people of whom one must have a physical disability, though three and four-person teams will be scored separately. Sonar teams are strongly encouraged to meet Paralympic eligibility requirements (team must consist of three disabled sailors that have 14 classification points or less combined with all sailors holding current classification cards under IFDS FCS2005 system. Current classification cards should be presented at registration. A limited number of able-bodied and/or disabled crew may be available.
- SKUD 18 teams are encouraged to meet IFDS classification criteria for the IFDS “two-person system”, but must consist of at least one with a disability meeting the two-person system criteria.
- 2.4mR entry is open to both AB sailors and sailors with disabilities.
- ENTRY and FEES
- The fee for participation in the regatta is $ 295 per Sonar team, $210 per SKUD 18 team and $125 per 2.4mR. A late registration fee of $ 100 will be required for those who register after August 8, 2010. There are no additional fees for participation in the Clinic.
- Lunches will only be provided for the competitors, Race Committee, Judges, Clinic Coaches, Classifiers and other regatta officials. Additional lunches and dinners may be purchased at registration.
- CHARTER BOATS
- A limited number of 2.4mR charter boats may be available from Sail Newport. Please email Kim Cooper.
- SCHEDULE

- SAFETY
- A U.S. Coast Guard approved personal flotation device, or in the case of overseas competitors-a personal flotation device approved by their Government’s corresponding Maritime Authority, shall be worn, properly fastened, at all times while launching and when sailing except while temporarily adding or removing clothing. Failure to comply with this rule can result in disqualification as deemed appropriate by the Protest Committee.
- A boat retiring from a race shall notify a Race Committee vessel before leaving the course, or when that is impossible, the regatta personnel stationed in the regatta tent.
- Competitors shall identify with fluorescent colored tape or paint, the location of all safety harness quick release points on their boat.
- PRIZES
- The C. Thomas Clagett Jr. Memorial Trophy will be awarded for overall general excellence to a disabled sailor or exclusively disabled team.
- The Nick Scandone Award will be awarded for dedication and perseverance, and may be based on criteria other than the competition solely at the discretion of the Committee.
- Competition awards or medals will be awarded to the skipper and crew for the first three finishing positions in each class (in the Sonar Class: only three person teams will be awarded medals.)
- In addition the following awards will be presented and may be based on criteria other that the competition, solely at the discretion of the Committee.
- Sportsmanship – determined by vote of the participants
- Most Improved – determined by the coaches and judges
- Seamanship – Based on point system, (Further described in the Sailing Instructions)
- Additional prizes may be presented and may be based on criteria other than the competition, solely at the discretion of the Committee.
- DISCLAIMER OF LIABILITY and MEDIA RELEASE
- Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. The organizing authority and committee will not accept any liability for material damage, personal injury or death sustained in conjunction with or prior to, during, or after the regatta. A waiver shall be signed by all competitors and shall be considered one of the documents governing the regatta.
- Competitors and crew members on competing boats grant, at no cost, the C. Thomas Clagett Jr. Memorial Clinic and Regatta, Inc. the absolute right and permission to use their name, voice, image, likeness, biographical material as well as representations of the boats in any media World-wide (being television, print, and internet media), including video footage, for the sole purposes of advertising, promoting, reporting and disseminating information regarding the C. Thomas Clagett Jr. Memorial Clinic and Regatta and the competitors and crew members participation in the event.

ENDNOTES
Appendix K of the 2.4mR class rules are changed as approved by the class organization as follows:
- K3.1 – Weight
- The weight in C5.2 shall be minimum 253kg and maximum 254kg and may exclude the weight of the seat.
- The horizontal distance from 0.55 x LWL to the center of gravity of the boat when its water line (baseline) is horizontal shall be 1343mm ± 27mm.
- K3.2 - BALLAST
- The ballast shall be internal in the boat and removable from the inside of the boat. It shall be divided in lead pigs consisting of minimum 8 pieces and maximum 16 pieces. The maximum weight of one pig is 30kg.
- Ballast pigs shall have their primary dimension in horizontal direction.
- The maximum weight of the ballast while racing, including any equipment placed below the floor, but excluding one electrical pump weighting not more than0.400kg, one manual bilge pump made of plastic, and adherent hoses and cables, is 181kg.
- K3.3 – CORRECTOR WEIGHTS
- Corrector weights of lead (including batteries containing lead and weighting less than 2kg) shall be securely fixed according to (b) when the boat weight is less than the minimum requirement.
- Corrector weights shall be placed in the cockpit area above the floor and be located such that the center of gravity of the boat is within the limits according to K3.1 (b) above.
- K5.3 –KEEL TIP WEIGHT (does not apply)
- K6.1 –RUDDER
- Use of either the short or deep rudder is permitted
- Rudders may not be switched during a regatta.
